Statistics on access show that there are major regional problems, but one of the main factors distorting access is the ethnic problem: the Roma form one of the poorest groups, and are excluded from many services that would improve life chances and their quality of life. On the basis of (at least the Hungarian) experience it seems that the information on access, take-up, refusal rates and non-take-up can be best secured by means of survey focusing on the poor.
